On May 22, 2025, Harvard University faced a major crisis when the Donald Trump administration ordered the revocation of the Student and Exchange Visitor Program (SEVP) and prohibited the admission of international students, affecting 6,793 students, or 27.2 percent of the total student body of 9,970 from more than 140 countries.
The order comes after the Department of Homeland Security (DHS) alleged that Harvard had failed to turn over five years of conduct records from international students who participated in illegal protests, particularly those related to the Israel-Hamas conflict. DHS Secretary Kristi Noem demanded the records within 72 hours or the university would lose its permanent SEVP status
